What is Part P?
Part P of the Building Regulations was introduced in 2005 and affects all electrical work carried out in homes and gardens in England and Wales. The rules are designed to ensure that all electrical work being carried out is safe, and that they follow set requirements.
With a few exceptions any electrical work undertaken in dwellings, which includes the addition of a new circuit, or involves work in a kitchen, bathroom or garden area must be notified to Building Control. The preferred option is where a registered installer self-certifies the electrical work in which case the body responsible for registering the installer will notify Building Control.
Alternatively, where a person not registered to self-certify, intends to carry out the electrical installation a Building Regulation application will need to be submitted together with the appropriate fee. Building Control will then arrange to have the electrical installation inspected at first fix stage and tested upon completion.
Where controlled electrical work is carried out as part of a Building Regulation application for other work (for example, a new dwelling or kitchen extension) and where a person not registered to self-certify, carries out the electrical installation an additional fee will be payable. This additional charge will be based on the estimated cost of the electrical installation. A copy of the Statement of Intent should be completed and returned with any application where Part P applies. No additional fee is payable where a registered installer self-certifies the electrical work.
